Almost certainly. The CLIP fits over the large majority of standard prescription frames. The only exceptions are deeply curved wrap frames, oversized frames above 130mm wide, and fully rimless styles with no top rim for the clip to grip. If he wears regular rectangular or oval frames, it fits.
Will it scratch his prescription glasses?
